How to Setup a Slaughter House in India?

It is mandatory by law for a slaughterhouse in India to be

  1. Legally register as a business entity- it could be either a One Person Company, a Sole Proprietorship firm, a partnership firm, a private limited company.
  2. Register under the Goods and Services Tax (GST) and obtain the GSTIN online.
  3. Register for MSME Udyog Aadhaar from https://udyogaadhaar.gov.in/UA/UAM_Registration.aspx to be entitled to government subsidies, collateral-free loans, subsidized rates of interest and other such benefits.
  4. Trade License from the Department of the Municipal Corporation of the state under the Municipal Corporation Act. A Health License that is issued by the Health Department is also required to run the meat shop.
  5. Shop and Establishment Act registration to abide by specific rules pertaining to opening and closing hours of the meat shop.
  6. Obtain Food License from FSSAI.

FSSAI License/Registration: All slaughtering houses as per FSSAI need to run their unit in complete compliance with FSSAI laid down rules and regulations; work in a way that adequate animal welfare measures are followed and should not slaughter animals that are prohibited by the Food Safety regulations. As per the Food Safety (Licensing and Registration of Food Business) Regulations, 2011, roadside slaughterhouses that slaughter birds were closed down – these and other shops were given ample time to work on their infrastructure so that mandatory hygiene standards are followed while handling and slaughtering animals. It was also made compulsory that the animals be transported as per the Motor Vehicles Act.

For a new slaughterhouse, the central, the state license or the basic registration needs to be obtained. The central license applies for a slaughtering house that has the capacity to slaughter more than 50 large animals per day or 150 or more small animals including sheep and goats per day or 1000 or more poultry birds daily. For a state license, the eligibility criteria are – the capacity to slaughter between 2 to 50 large animals per day or between 2 to 150 small animals or between 50 to 1000 poultry birds per day. For obtaining the basic FSSAI registration, the unit should have the capacity to slaughter up to 2 large animals per day; up to 10 small animals per day or up to 50 poultry birds per day.

The FBO can apply for the license online at https://foodlicensing.fssai.gov.in/index.aspx. The operator needs to visit this site and register himself before getting on with the application process.

The Food inspectors visit the premises and inspect thoroughly as per FSSAI checklist before the license is issued. Some of the checklist points are:-

  1. The slaughterhouse needs to be linked to a meat market that is located away from vegetable, fish or other food markets.
  2. The holding pens should be following hygiene standards.
  3. Animals being slaughtered should not be viewed by other animals.
  4. Presence of proper drainage of the blood system.
  5. Adequate cleaning facility of carcasses in the slaughterhouse
  6. Supply facilities of clean potable cold water and hot water
  7. Presence of clean vessels and receptacles for storing glands, waste, tissue, bones, blood clots etc.
  8. Disposal system of slaughterhouse by-products
  9. Presence of adequate natural or artificial light
  10. There should be ample space for animals to lie down and rest before slaughter
